You can make the title & text of notes you’re viewing larger by going to Settings » Appearance » Font size. This setting affects all notes. You cannot change the text size of individual notes.
Please note that Notes also respects Android’s global text size setting. If you configure your phone to show larger texts, Notes does that as well, independent from this setting.
