“Why do filenames of synchronized notes in Dropbox look like 8715eac73904448ab1d7d5dbc628ac8f.txt?”

This is a privacy setting (mostly used in combination with encryption). It’s configurable in Settings » Synchronization » Title as filename. It’s recommended to only enable this if you manually edit your synchronized text files on a computer.
